Investigation Police Department (C17) under the Ministry of Police has just revealed their investigation results on a case of smuggling a huge amount of drugs in Vietnam.

The department has filed the case in Supreme People's Procuracy of Vietnam which involves Raquel Malayao Ramos (from Philippines) and his accomplices, who transported illegally drugs in Tay Ninh Province.
Earlier, on August 11, 2009, C17 in coordination with the police of Tay Ninh Province caught Raquel Malayao Ramos and John Lopez Diemsen in action. The two foreigners from the Phillipines, exchanged 5 drug bags which contained 847.2 gram of heroin at a parking area of The Ky Vang Supermarket, Moc Bai Border Gate, Tay Ninh.
The next day, C17 arrested Dahilan Ordanza Jeffrey (also from Philippines) at Hoang Yen Hotel, Phu My Hung Urban area, Tan Phong Ward, District 7, Ho Chi Minh City. Jeffrey was waiting for the two above mentioned people to transport the drugs to Philippines.
In fact, this smuggling ring had been monitored closely by C17 since July 2009. The story started when John Lopez Diemsen traveled to Vietnam and stayed in a An Thai Hostel, in Hang Gai Ward, Hoan Kiem District, Hanoi where he met Bernard Ree Gacia. Bernard asked John for coffee and convinced him to join a heroin smuggling ring.
According to their initial plan, Raquel would fly from the Philippines to Vietnam and meet with John, who would take him to Moc Bai Border Gate in Tay Ninh to go to Cambodia. Another Filippino named Shane (or Serillo Jujinlyn Bernadas) would wait for Raquel at a hotel in Cambodia and give him the heroin, which would be hidden in 11 automobile spare parts.
At the same time, Jeffrey would also fly from the Philippines to Hanoi and wait for Raquel to hand the heroin over to him.
Finally, Jeffrey would bring that heroin to the Philippines. The police found out that John was a high level international police official in the Philippines.
However, they later changed their plan. Right after receiving the heroin from Raquel at Moc Bai Border Gate, John had to give it to Jeffrey in Ho Chi Minh City, not in Hanoi.
But these illegal traders never knew that each of their actions was monitored by the police of Vietnam and Cambodia. Shane was arrested in Cambodia. After that, Raquel was caught in the action by the police when he gave heroin to John.
Currently, the police have requested the Supreme People’s Procuracy to prosecute Jonh Lopez Diemsen, Raquel Malayao Ramos and Dahilan Ordanza Jeffrey, with the charges of smuggling drugs. At the same time, the police are also further investigating to discover other relevant people.
