The Ministry of Education and Training said the policy forms part of a programme to strengthen university lecturers and administrators through 2030.
The scheme supports doctoral training across all disciplines, while master's funding is limited to arts and physical education programmes.
It covers three training models full-time study in Vietnam, full-time study abroad, and joint doctoral programmes combining study in Vietnam and overseas. Overseas study is limited to two years.
Eligible applicants are full-time lecturers or lecturer candidates under 45 who meet admission requirements and have at least 18 months remaining in a doctoral programme.
They must also be pursuing their first doctoral degree and must not have received or committed to receiving a full scholarship from the state budget or other funding sources for the same programme.
Under the scheme, the ministry will pay tuition directly to overseas universities based on admission offers, up to USD 25,000 per person a year. Any amount above the cap must be covered by the lecturer or the sponsoring university.
Lecturers studying overseas will also receive living allowances based on the host country, along with support for compulsory health insurance of up to USD 1,000 a year, passport and visa fees, a one-way airfare and a USD 100 travel allowance.
