Vietnam’s Permanent UN Representative Ambassador Le Hoai Trung and Ambassador Delano Frank Bart—his counterpart from the Federation of Saint Kitts and Nevis—were the communique’s official signatories.
Ambassador Trung and Vince Henderson—Ambassador and head of the Commonwealth of Dominica’s permanent mission to the UN—also formally established Vietnam’s and Dominica’s ambassadorial level diplomatic ties later the same day.
The Federation of Saint Kitts and Nevis and the Commonwealth of Dominica are at the centre of the Caribbean region. Both are regarded as important members of the Caribbean Community (CARICOM) and other international and regional organisations.
