Vietnam Express Corporation (VEC) has proposed to reduce the number of toll booths along the Cau Gie-Ninh Binh Highway to ease congestion.

According to highway investor VEC, the existing four toll booths along the highway during holidays or particularly busy periods suffer from congestion.
Around the Tet Holiday, the highway deals with some 35,000 to 56,000 vehicles a day. Drivers that use Phap Van-Cau Gie Highway, which connects to Ninh Binh-Cau Gie Highway, found the usual 20 minutes to pass the toll booths took up to 45 minutes.
A VEC representative said they had tried to deal with the situation with automated toll collection systems in 2013. They issued a card that measures the length drivers travelled and then demanded the fee on exit. However, since they shared a toll station with Phap Van-Cau Gie JSC, who still operates on old system to collect fees on Phap Van-Cau Gie route, the situation hasn't improved much.
VEC suggested removing this station. They will discuss the problem with Phap Van-Cau Gie JSC to develop joint management software for these routes. They also proposed to further apply the automated toll collection system on Cau Gie-Ninh Binh and Noi Bai-Lao Cai highways.
The 50-km Cau Gie-Ninh Binh Highway was opened to traffic on June 30, 2012 and is the first of its kind in the Red River Delta to connect Hanoi with other southward provinces. It has served around 25 million vehicles.
