Deputy director of the ministry\'s Department for Testing and Accreditation Ngo Thanh Hung said the ministry had taken measures to prevent cheats using mobile phones or hiring qualified substitutes to do the exams for them.
The ministry organised a meeting between the ministries of Public Security and Information and Communications and mobile phone providers, including Vinaphone, Mobifone, Viettel, EVN and FPT.
It was agreed they would all co-operate with each other to supervise the examination venues.
"All phone calls that last for more than 30 minutes will be checked. If there are any suspected traces, we will carry out investigation," said Hung.
All of examination management offices throughout Vietnam will use software to supervise the situation. It will manage candidates\' codes containing information such as name, age, date of birth, place of birth, and schools attended.
This will enable bogus candidates to be detected.
"The number of students working as supervisors will also be limited so that they cannot whisper answers to candidates," said Hung.
During last year\'s college exams, 119 candidates were suspended for taking mobile phones and documents into exam rooms.
