From Monday noon, Haiphong City and Quang Ninh Province in the northern region of Vietnam have banned boats and vessels from going to sea.

Boats have been banned from going to sea since July 22.

Since Monday afternoon, Quang Ninh has been ravaged by torrential rain. Local authorities have arranged for 2,600 people from different forces to respond to the typhoon.

As of 4 pm on Monday, nearly 2,000 tourists were still on Co To, Quan Lan, Minh Chau and Ngoc Vung islands in Quang Ninh.

Meanwhile, roughly 14,000 visitors remained stranded on Cat Ba Island, including 2,200 foreigners.

Haiphong and Quang Ninh authorities have instructed concerned agencies and tourism service providers to support the travellers.

As many as 30 hotels on Cat Ba Island have offered a 50 per cent discount on accommodation for stranded tourists.

According to the National Centre for Hydro-meteorological Forecasting, at 7 am on Tuesday, the storm weakened into a tropical depression.

On July 23-24, areas from the northern region and Thanh Hoa Province are forested to face heavy rain, with 70-150 mm rainfall. Some places will receive up to 300mm.
