Hundreds of poachers have active around West Lake for years, with no measures taken to date having been effective at solving the problem.

All along the roads by the lake people can be seen fishing, often right next to signs warning of a ban on the activity, especially on sunny days when they are set up virtually every 100 metres.
Despite a widespread media campaign criticising the activity, recently the problem only seems to be getting worse.
Some poachers even make homemade fishing rafts.
Aside from the signposts, it seems that authorities have taken no extra steps to enforce the ban.
