PM specifies assignments for himself and deputies

These responsibilities include issues related to foreign affairs, and to national borders, as well as the East Sea.

According to Decision No. 1476 which was signed on August 25, Dung will directly instruct areas that have to do with national economics and social issues (including Government bonds), climate change, the State Foreign Reserve Fund as well as several other monetary policies.

Dung will also assume the responsibility for the national defense and security, the Government’s external affairs, border affairs and issues relating to the East Sea and islands.

He will also instruct and monitor administrative reform; institution development; apparatus organization and personnel work; State boundaries; general issues of ethnic minorities, religion, emulation and award; newly-emerging and important tasks and breakthrough solutions in all areas; coordination and ties between the Government and organs of the Party, the National Assembly, the State President, the Vietnam Fatherland Front and socio-political organizations.

The PM will also monitor and direct the Ministry of National Defense, the Ministry of Public Security, the Ministry of Foreign Affairs and function as the Head of the Central Steering Committee for Corruption Prevention and Combat, the Chairman of the Central Council for Emulation and Awards, the Head of the National Education Council and other councils, national committees and steering committees of national importance.

On August 3, the 13th National Assembly approved a new cabinet proposed by PM Dung for the 2011-2016 term. There are four deputy prime ministers, one less than in the previous term, and among them are two new faces – Nguyen Xuan Phuc, former Government Office head and Vu Van Ninh, former finance minister.

Deputy Prime Minister Nguyen Xuan Phuc will assist the Prime Minister in corruption prevention and act as the Permanent Deputy Head of the Central Steering Committee for Corruption Prevention and Combat. He will also act as the Deputy Secretary of the Government Party Organization; assist the Prime Minister in directing and dealing with personnel organization work within the Government and the Government Party Organization; assist the Prime Minister in directly monitoring and instructing internal affairs, including inspection and settlement of complaints and denunciations, transport safety, prevention and control of crimes and social evils, and HIV/AIDS, amnesty work, justice reform, handling regular issues regarding ethnic work, religion, emulation and award, and coordinating works between the Government Party Organization and the CPV Central Committee’s Secretariat; and between the Government and People’s Supreme Court and People’s Procuracy.

Deputy Prime Minister Hoang Trung Hai will assist the Prime Minister in directly monitoring and directing issues relating to sectoral economy and production development, including: agriculture-forestry-aquaculture, trade-import-export, construction, transport, natural resources and the environment. Hai will also monitor energy security and energy savings; national key investment projects and other grade A projects financed by the State budget; industrial and economic parks, and processing zones; development of models of businesses, joint-ventures, and collective farms; foreign Direct Investment (FDI) and official development assistance (ODA); and prevention and control of flood and storms, and rescue work.

Deputy Prime Minister Nguyen Thien Nhan will assist the Prime Minister in directly monitoring and directing issues relating to education, science, technology and culture areas, including education and training (including vocational training); science and technology; labor, employment, and social issues; information and communication; culture, tourism, physical training and sports; medical care, healthcare, population and children. Nhan will ssist the Prime Minister in monitoring and directing: the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Information and Communications, the Ministry of Science and Technology, the Ministry of Health, the Ministry of Culture, Sports and Tourism, the Ho Chi Minh Politics-Administration Institute, the Vietnam Science and Technology Academy, the Vietnamese Academy of Social Sciences, the Vietnam National University (located in Hanoi and Ho Chi Minh City).

Deputy Prime Minister Vu Van Ninh will assist the Prime Minister in monitoring and directing general economic sector, including plans, finance, price, monetary-banking, securities market, financial investment sources, forecast and policies regarding macro-economic management. He will monitor and direct the Office of Government, the Ministry of Planning and Investment, the Ministry of Finance, the State Bank of Vietnam, the National Financial Supervision Commission, the Social Insurance of Vietnam, the Vietnam Development Bank, the Vietnam Bank for Social Policies, and the State Capital Investment Corporation. He will also act as the Head of the Financial-monetary Advisory Council, Steering Committee for State salary research and reform, Central Steering Committee for the National Target Program on new rural areas building, Steering Committee for restructuring the Vinashin Group, and others.
