
The event was attended by Russian deputy prime minister Dmitry Chernychenko, Vietnamese deputy prime ministers Tran Hong Ha and Bui Thanh Son, and more than 220 delegates from 120 leading enterprises of both countries.
Delegates discussed business environments, investment potential and cooperation opportunities across sectors including energy, telecoms, finance, agriculture, tourism, construction and real estate.
Chernychenko described Vietnam as a reliable partner in the Asia-Pacific region and reaffirmed Russia’s commitment to strengthening the comprehensive strategic partnership, particularly in energy, transport, agriculture and workforce training.
He also highlighted opportunities in new, clean and renewable energy, noting that a recently signed agreement on nuclear power cooperation reflects growing ties.
In his address, Pham Minh Chinh stressed the need for stronger cooperation amid global economic challenges, calling for greater dialogue, trust and practical collaboration.
He said bilateral trade reached USD 4.77 billion in 2025, with Russia operating 199 projects worth USD 990 million in Vietnam, while Vietnam has 16 projects valued at USD 1.6 billion in Russia.
The prime minister noted that economic cooperation has yet to match political ties and called on businesses to expand investment and pursue concrete joint projects.
He outlined Vietnam’s development goals to become an upper-middle-income country by 2030 and a high-income economy by 2045, with priorities including energy, technology, infrastructure, healthcare and education.

At the forum, companies from both countries exchanged four cooperation agreements covering oil and gas, maritime transport, railways and logistics.
During the visit, the prime minister also met leaders of TH Group to discuss its dairy investment projects in Russia.
Launched in 2018, the group’s project includes farms and processing facilities in Moscow and Kaluga, with plans to expand operations in Primorsky Krai.
Pham Minh Chinh said the project could serve as a model for Vietnam’s overseas investment, particularly in agriculture, and pledged continued support to facilitate its development.
