It has also actively participated in regional initiatives to protect workers’ rights.

Deputy Minister of Labour, Invalids and Social Affairs Nguyen Thanh Hoa made the statement at a national workshop in Ho Chi Minh City on August 15 in the lead-up to the 6th ASEAN Forum on Migrant Labour (AFML) hosted by Brunei in November this year.

It reviewed progress made in implementing the recommendations of the 3rd, 4th and 5th forums in Vietnam and discussed matters deserving attention at the 6th forum

The AFML is held annually after meetings of the Committee for Implementing the ASEAN Declaration on Protection and Promotion of the Rights of Migrant Workers (ACMW). Its participants include governments, employers, employees, social organisations, and related international parties.

Deputy Chief of the Department for Overseas Labour (DOLAB) Dao Cong Hai admitted Vietnam is still grappling with issues relating to human resources shortages, insufficient migrant labour data and statistics, and a lack of support for guest workers returning home.

Relevant agencies need to expand their cooperation and improve shared migrant labourer databases if these lingering deficiencies are to be addressed.
