While the authorities are trying to curb the use of fake helmets among motorbike riders, several producers have made the situation more complicated by selling helmets which are not specifically for drivers.

The equestrian and pedestrian helmets do not have the third protective layer required for the motorbike helmets and are sold at around VND220,000 (USD10).
Vice chairman of the National Traffic Safety Committee Nguyen Hoang Hiep said they need to put specific conditions on the helmets producers. He further said they first need to tighten the rules on fining motorbike riders who wear substandard helmets.
Tran Hung, deputy head of the Market Management under the Ministry of Industry and Trade said, "We have strictly dealt with substandard helmet vendors sellers. People who buy genuine helmets then replace the original prices with a new price that are VND50-70,000 higher to trick customers will also be punished."
Since March 14, National Traffic Safety Committee and nine enterprises co-operated to hold a support programme for people that want to trade fake helmets for genuine ones.
The programme has been largely welcomed from Hanoi then to Ha Nam and Hai Phong provinces. Over 120,000 helmets were traded via the programme.
Any enterprises that take advantage of the programme to raise helmet prices suddenly to earn profits will be dealt with.
