Le Thi Thau and her son and grandson
Thau said she felt like she hasn’t had a good sleep for the past 30 years. Two of her children learnt to walk at the age of 18. But afterwards, Thau became even more worried as her children often wander alone, forcing her to chain them up.
"I thought I may lose one of them. He has had seizures since birth. His seizures are so severe that he can fell off the bed. I have to chain the other one up or else he would go out and attack other people," she said. "When my husband was still alive, he would help clean them up. But he's gone and my health has worsened. We all depend on the governmental allowance to live."
Her eldest son is healthy but also too poor to help. Her grandson has hand deformity.
"My father participated in the wars and had been to the battlefields in Quang Binh and Quang Tri. I had wondered whether he was an Agent Orange victim," he said. "I can hardly take care of them now so I want to bring them to a social protection centre."
Le Van Hoan, chairman of Xuan Tho Commune People's Committee, said, "Each child of Thau receives a monthly allowance of VND500,000 (USD22). We also give them gifts as encouragement during special events. Because of a limited budget, we can only help them that much."
