More strict regulation on auto registration proposed

Speaking to DTiNews, Colonel Thang said the move could help to curb the sharp increase in car numbers, particularly in Hanoi and HCM City, which are facing serious traffic jams.

According to the colonel, the government should early issue the regulation which stipulates that each person has the only car number plate for which they are responsible. In cases where people want to sell their old car and then buy a new car, they still have to use their old number plate.

“When people sell their cars, they have to inform local police of this to have their number plate removed. This regulation is now also being applied to foreigners who live in Vietnam. In case, foreigners no longer live in Vietnam, they have to report local authorities to have their car number plates cancelled,” Thang added.

He also recommended that each person has to open a banking account for the car registration. “Car traffic violations can be defined by cameras, so, in many cases, instead of coming to the police station for paying fines directly, their accounts will be deducted for paying fines,” Thang specified.

Car owners will be required to maintain a certain amount of money in their accounts to be eligible for the car registration. If their accounts run out of money or are not enough to pay fines, authorities will inform them to add more money into. If the violators refuse to do this, they will be banned from using their cars.

According to Thang, the regulation on the only car number plate and opening a banking account for the car registration have applied in many countries.

Colonel Thang also proposed that the driving licence should be only valid for five years, instead of 10 years as present. He explained that the 10-year period was too long to judge whether drivers were still eligible for their licence.
