The Ministry of Natural Resources and Environment (MONRE) on December 28 introduced its top ten events in 2010.
1 .National Assembly approves Law on Minerals (amended)
At the 8th working session of the 12th tenure on November 17, the National Assembly approved the Law on Minerals (amended).
The amended law, which replaces the Law on Mineral issued in 1996 and related documents, covers new contents to increase State management capacity.
2. Dong Van Stone Plateau joins Global Geo-parks Network
UNESCO Vietnam National Committee on December 1 conferred certificate to Ha Giang People’s Committee, recognizing Dong Van Stone Plateau as member of the Global Geo-parks Network.
3. Completion of land inventory and map on land use 2010
The land inventory 2010 shows the current status of natural land of all administrative levels, wild land, etc.
The land inventory will provide basic grounds for the State to improve the efficiency of land management and use throughout the country.
4. Review of implementation of the Law on Land
PM Nguyen Tan Dung on September 9 issued Decision No. 1665/QĐ-TTg on establishment of a Central Steering Committee to review the implementation of the Law on Land (amended in 2003).
The amended law clearly stipulates contents like the State’s role over the land ownership right, common rights of land owners, the importance of planning, State land for public use and social welfare, land market regulation and assistance for resettlement, land lease.
5. National Environment Congress and sidelined events
The 3rd National Environment Congress and sideline events were held on November 17 – 18 in Hanoi with the participation of over 1,000 delegates.
The congress agreed on amending the Law on Environment Protection, developing National Action Plan on Environment for 2011 – 2020 period, and proposing to raise 2% of State budget spending on environment protection by 2015.
6. Successful ASEM Forum on Climate Change
MONRE successfully organized the ASEM Forum on Climate change on September 6-7 in coastal city of Ha Long, Northern province of Quang Ninh.
ASEM member countries take an special important role in addressing global challenges, and ASEM would continue to undertake vanguard role in the fight against the climate change.
7. Accurate weather forecast for Hanoi’s birthday anniversary
On September 21-October 11, the National Center for Hydro-Meteorological Forecasting issued weather forecast for different public places during the 1000th birthday anniversary of Thang Long-Hanoi.
Particularly, the center provided accurate weather forecast of the opening and closing days of the anniversary when the key activities took place.
8. Completion of national announcement to the UNFCCC
MONRE completed national announcement and submitted to the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) at the 16th conference of relevant parties in Cancun, Mexico in December.
The announcement focuses on compiling greenhouse gas emision in 2010 and estimated volume for 2011-2030 period.
9. Successful organization of sea and islands week
In response to the “World Oceans Day”, the Vietnam’s sea and islands week 2010 was held in Dong Hoi City, Quang Binh Province in early of June.
That is the first successful sea and islands festival besides a series of other related events.
10. Hanoi Natural Resources and Environment University established
PM Nguyen Tan Dung on August 23 signed Decision No. 1583/QĐ-TTg on establishment of Hanoi Natural Resources and Environment University on the basis of upgrading Hanoi Natural Resources and Environment College.
It is considered an important step in the roadmap for human resource to work at natural resources and environment sector, particularly State managerial officials in all the sector’s seven branches.
| 2010 marks the first year of implementation of five year plan 2011 – 2015 and strategy for 2011 – 2020 of the MONRE. MONRE will focus on the following key issues: To submit to the PM for approval of Decision on ratifying Vietnam’s Strategy on development of land management sector in 2011 – 2020 period and orientations towards 2030. Particularly, MONRE will carry out pilot project on setting up one-gate mechanism on land used rights under provincial Departments of Natural Resources and Environment. Legal documents on procedures and principles of mineral exploitation auction for detailed implementation of the Law on Minerals will be developed and submit to the Government for approval. MONRE will expand the work of inspection and supervision of legal regulations observation by industrial parks. |
