
Inspectors from the Haiphong City Construction Department found that the Do Son International Hotel project had carried out six works, including the 18-storey The Tray Hotel, without a licence since mid-January.
Following multiple requests from the department to deal with the violation, the Hai Son Ward People's Committee conducted a check. On February 28, it fined the project's investor, NC Home Company, VND140 million.
NC Home was also asked to complete procedures to seek a licence for their project within 90 days from the day the fine was issued. If not, Hai Son Ward authorities would ask the company to dismantle its works within 15 days.
This means that the investor should have obtained a licence on May 28 if they wanted to continue their construction work. If they failed to get the licence, their illegal works should have been removed in mid-June.
However, speaking with Dantri/Dtinews on August 13, Le Viet Duong, Head of the Do Son District Urban Management, said that NC Home hadn't received the licence yet and had stopped construction while completing the necessary procedures.

But when Dantri showed him photos of the illegal works being completed, Duong claimed that the investor might have carried on construction without anyone noticing.
Speaking with Dantri/Dtinews on August 27, a Haiphong City Construction Department representative also confirmed that NC Home Company still needed to receive a licence for their Do Son International Hotel project.
