Khanh Hoa reviews delayed tourism projects amid investment push

Khanh Hoa authorities are reviewing a series of delayed tourism projects and moving to resolve or withdraw stalled developments as the province pushes to attract new investment in its tourism sector.

According to the Khanh Hoa Department of Finance, 18 new tourism projects worth billions of dollars have received investment approval this year, though many earlier projects remain delayed due to procedural, planning and site clearance issues

Investors have cited difficulties related to compensation, land clearance, rising material and fuel costs and financial constraints, forcing some projects to revise investment plans and delaying construction progress.

Among the delayed developments is the more than USD 1 billion Cap Padaran Mui Dinh resort project in Phuoc Dinh Commune, developed by FIT Group and Crystal Bay. Launched in 2022, the nearly 800-hectare project has seen little progress despite plans for more than 17,000 hotel rooms, resorts and villas.

The SunBay Park Hotel & Resort project in Dong Hai Ward has also missed multiple completion deadlines despite revised schedules approved by provincial authorities. The coastal entertainment and resort complex, launched in 2019, remains unfinished after years of delays.

Nguyen Hoang Son, deputy director of the provincial Department of Finance, said six delayed projects in the southern part of the province were undergoing revocation or termination procedures, while 17 others remained years behind schedule.

Several major projects, including Cap Padaran Mui Dinh, SunBay Park Hotel & Resort and the Hon Do luxury eco-tourism project, are under review, inspection or consideration for revised timelines.

Local authorities said projects were being reviewed case by case to determine which could continue after legal and procedural issues were resolved and which should be handled under investment regulations to avoid wasting land resources and affecting the province’s tourism strategy.

The province will also focus on resolving bottlenecks related to investment procedures, land clearance and forest land conversion while improving planning frameworks to attract high-quality, environmentally friendly tourism projects.

Between 2026 and 2030, Khanh Hoa plans to call for investment in 70 tourism and service projects in areas including Cam Ranh Peninsula, Nha Trang Bay and Van Phong, as part of a broader strategy to become an international marine tourism and services hub by 2030.
