Health official requested to clarify background

The Ministry of Health’s Party Committee has requested Deputy Minister Cao Minh Quang to explain about his alleged debt, fake doctorate degree and some other dubious issues.

In a dispatch to government and mass media agencies, the ministry’s Party Committee said it had requested Quang to give a written explanation about the numerous allegations that are being leveled at him.

One allegation charges Quang with having forced Ngo Chi Dung, a former general director of BV Pharma JSC, to lend him VND2 billion (US$96,000) and later ordered an inspection of this company over the use of pseudoephedrine, which can be used in making medicine as well as methamphetamine, an stimulus substance.

In a recent interview with Tuoi Tre, Quang said in 2007 he borrowed a total of VND2 billion at the interest rate of 0.62 percent per month, from Dung and when his loans were due in June 2008, he fully repaid Dung both the principal and interest totaling VND2.2 billion.

“The allegation that I forced BV Pharma to lend me and that I did not pay back the loans but ordered an inspection of the company is a slander against me,” Quang said.

Some sources however said some person in the pharmaceutical sector had paid part of Quang’s debt to BV Pharma.

According to another allegation, Quang claims that his certificate of Licentiate of Pharmaceutical Sciences from Uppsala University in Sweden is equivalent to a PhD in pharmacy, but the university has recently clarified to the Ministry of Public Security’s Internal Political Security Department that the certificate it issued to Quang in 1994 is merely a certificate required of candidates who want to pursue a PhD program.

The Ministry of Public Security said Quang had studied at the school from 1992 to 1994 and received only a certificate for his research titled “Photochemical evaluation of Choerospandias axillaris,” a Vietnamese medical plant used to treat burns.

Quang has also allegedly falsified his age. As shown in his personal file kept at the university, Quang was born on June 6, 1953, but in his curriculum vitae submitted to the Ministry of Health, he was born 3 years later, on November 10, 1956.

Another charge says in 2005, when Quang headed the Drug Administration of Vietnam (DAV), he proposed to the Ministry of Health’s Party Civil Affairs Committee to transfer five DAV officials to other agencies.

Because Quang considered these officials obstacles, he made false allegations against them, according to this charge.
