Ha Tinh police on October 6 prosecuted Tran Phuc Cao, 46, from Can Loc Commune, and Ho Phuc Cat, 34, and Nguyen Van Quan, 32, both from Tung Loc Commune, for alleged property theft.
According to investigators, at around 11 pm on October 1, Cat invited Quan to steal dogs. Quan brought a homemade gun connected by wires to a motorbike battery, along with adhesive tape and sacks.
The pair travelled along National Highway 1A from Tung Loc Commune towards Nghi Xuan Commune to look for dogs.

When they spotted dogs on the road, Quan allegedly used the homemade gun to stun them before taping their mouths shut and putting them into sacks. By early morning on October 2, the pair had stolen nine dogs weighing a combined 130kg.
At around 4 am, Cat and Quan took the dogs to Cao's house in Can Loc Commune to sell them. Police arrived and found six dead dogs and three that were still alive.
Further investigation found that Cao had repeatedly bought dogs stolen by Cat and Quan for VND 50,000-60,000 per kg.
