The fund will have the annual budget of around VND1 billion (USD47,619) sourced from the state money.

The proposal follows a recent spate of accidents involving trees falling due to heavy rains.

On September 9, heavy rain and strong wind saw a large tree branch fall in Vinh Vien Street, District 10, killing one man. On the same day, four other trees in the city were also knocked down, damaging two cars.

Only on May 28, three fallen trees damaged two cars, two motorbikes and an electricity pole on the streets of Le Loi, Phan Viet Chanh and Xo Viet Nghe Tinh. While on May 31, a tree branch fell near the 30/4 Park injuring three people, including a four-year-old girl.

HCM City's Parks and Green Trees Company said that compensation for the victims of such accidents had been increasing annually.

Investigations by the company revealed that it had spent around VND250 million (USD11,800) to compensate the victims of fallen trees last year, three times more than in 2012.
