At a recent session, the Hanoi People’s Council approved a resolution to adjust and supplement the city level public investment plan for 2026, increasing total funding by VND 30 trillion.

Alongside two major projects already under way, the Red River Scenic Boulevard and the Olympic Sports Urban Area, the city is accelerating a range of priority schemes, including seven bridges, major transport routes and urgent works to address flooding and traffic congestion.

City authorities said capital demand in 2026 will rise sharply to keep projects on schedule and cover higher costs related to land clearance, construction materials and labour.

A preliminary review shows that funding needs for major socio economic projects in 2026 total about VND 75.263 trillion. Of this, around VND 59.822 trillion is earmarked for 18 projects under construction or in preparation, including seven bridges, nine road projects, one urban railway line and one irrigation project.

Meanwhile, about VND 14.142 trillion will be allocated to 14 urgent projects aimed at tackling flooding and congestion, while roughly VND 1.299 trillion is set aside to build a second oncology hospital and seven modern integrated schools.

The city noted that remaining funds for compensation and resettlement, totalling VND 7.03 trillion, are insufficient, and called for further adjustments to the 2026 public investment plan to ensure timely delivery of urgent projects and support an 11 per cent growth target.
