Established in 1998 by the Ministry of Science and Technology on a total area of 1,586 hectares in two outlying districts of Thach That and Quoc Oai, Hoa Lac Hi-Tech Park was hoped to enhance national science and technology potential, playing a role in promoting the development of science and technology and serving the country's socio-economic development. It was the first model of its kind in Vietnam.

However, the park has so far failed to attract investors with only 101 projects occupying over 240 hectares of land here so far.

The park was handed over to the Hanoi People's Committee last November to establish a city directly under the capital with the function of promoting science, technology, education, training, and services. This was expected to be an important condition to foster the development of Hoa Lac Hi-Tech Park in the future.

Chairman of Hanoi People's Committee Tran Sy Thanh said that he hoped the handover of Hoa Lac Hi-Tech Park would create favourable conditions for the city to concretize the goals identified in Resolution No. 15-NQ /TW, dated May 5, 2022, of the Politburo, "Promoting research, transfer, application, and development of science, technology and innovation; building Hanoi into an innovation centre, leading research, development, and technology transfer of the country and the region, with the core being Hoa Lac Hi-Tech Park".
