Tran Ngoc Quyet, 61, and Phan Ngoc Thuc, 43, who is director of Bach Diep Limited Company allegedly falsified several documents for investment projects, including signatures by Prime Minister Nguyen Tan Dung.
The two bought four cars with government license plates, in order to make people think they were running government projects.
Quyet pretended to have the authority to approve investment projects and submit them to the prime minister for approval of official development assistance (ODA) from foreign partners.

After gaining the confidence of business leaders, Quyet and Thuc then requested bribes to facilitate business procedures. They also asked investors for money to prioritise their projects. Using these methods, it is estimated they earned nearly VND100 billion (USD4.7 million) in total.
Upon discovering the scam, police in Hoang Mai District started an investigation and found several pieces of evidence linking them to the crimes, including a computer and other equipment, along with stamps and forged documents. The documents have been linked to 35 projects nationwide.
The two men have been arrested, and their assets seized.
