The Government introduced the “Making English the Second Language in Schools for the 2025-2035 Period, with a Vision to 2045” scheme on October 29, 2025. The plan expands current requirements, under which English is compulsory only from grade 3, while grades 1 and 2 study it only if conditions allow.
Under the roadmap, by 2030 at least 20 per cent of schools are expected to meet level 1 teaching standards, 5 per cent level 2, and 2 per cent level 3. These benchmarks evaluate English usage environment, instructional quality, digital learning materials, and teacher capability.
At the preschool level, all schools must enable children to become familiar with English within the next five years, with at least 10 per cent reaching level 1.
By 2045, the target rises to 50 per cent of schools achieving level 1, 20 per cent level 2, and 10 per cent level 3. At university level, 50 per cent of institutions are expected to reach level 2 and 35 per cent level 3.
The scheme also aims to foster an English-using learning environment, integrate technology and artificial intelligence into teaching, enhance international cooperation, and improve assessment systems.
Vietnam will need more than 22,000 English teachers for preschool and primary levels and will train at least 200,000 English-proficient teachers by 2030.
The initiative is expected to improve students’ foreign language skills and transform English into a common tool for communication and learning, supporting Vietnam’s deeper international integration.
