Tran Cao Quy, Deputy Minister of Education and Training, addressed the issue at Vietnam Business Summit. The summit is part of the 44th Annual Meeting of the Asian Development Bank (ADB) Board of Governors in Hanoi.

Along with adding new vocational training centres, the Ministry of Education and Training will add to guidance for students after graduation of secondary school to help them find suitable careers, the deputy minister said.

Vocational training centres, colleges and universities are being asked to make partnerships with the private sector to help students to acquire the real world skills they will need.

One advance, according to the deputy minister, is that all schools in Vietnam now have internet connections, which gives students a greater access to information and also helps with school administration.

In November 2009, the prime minister announced a VND26 trillion (USD1.25 billion) project for rural labour training. Yet still, nearly 98% of rural labourers of working age in Vietnam are untrained.

A survey by the Vietnam Chamber of Commerce and Industry (VCCI) conducted in 2009 showed that, up to 47.4% of businesses had difficulty recruiting skilled workers.

Recently, Asian Development Bank (ADB) Chairman Haruhiko Kuroda said that Vietnam should pay more attention to improving the quality of its human resources, one of the most important factors that could help the country avoid the "average-income trap”.
