The two districts of Hai Hai and Binh Lieu and Mong Cai City in Quang Ninh Province that share a border with China and are seen as hot spots for Chinese pig smuggling.
Particularly, Moc 13 village in Hai Ha District which is separated from a Chinese town just by a small stream offers favourable conditions for local people to transport Chinese pigs into the locality to sell to traders.

The illegal transport of live pigs and pork from China is still common at some Vietnamese border areas
Besides live pigs, pork meat and viscera have also been brought to Vietnam for sales. When being detected by authorities, smugglers often throw the products into streams and flee.
The same problem has also been discovered along the section from Hoanh Mo border gate in Binh Lieu District to Bac Phong Sinh border gate in Hai Ha District. To avoid being caught by authorities, smugglers usually change places for pig gathering for sales.
On September 12, police in Quang Ninh seized a truck carrying up to 320 kilos of pork of unclear origin. The driver said that he bought the meat from Po Hen Village in Hai Ha District for sales in the local market.
Prime Minister Nguyen Xuan Phuc has recently ordered the Ministry of Agriculture and Rural Development, relevant agencies and localities to take prompt measures to prevent African swine fever reaching Vietnam.
He noted that special attention should be paid to the illegal transport of live pigs and pork from China through border areas.
