The rescue was carried out by the Duong Dong Port Border Guard Station after local residents reported seeing a man clinging to a plastic container and drifting in waters near Duong Dong on June 20.
A search team was deployed and located the victim at about 11.25 am, roughly 2km off the coast of Duong Dong Ward.
The man was brought ashore and received medical care from military medics. Authorities said his condition had stabilised and he was able to eat and drink normally.
The victim was identified as Thon Chhay, a 20-year-old Cambodian national.
He said that he had been fishing with the owner of a fishing boat in waters off Kompong Som, Cambodia, when the vessel sank in rough seas at around 11 pm on June 19.
Thon Chhay added that he survived by clinging to a plastic container and drifting at sea until he was rescued. The fate of the boat owner remains unknown.
