Under the instruction, the local Department of Health and the 115 Medical Emergency Centre have to mobilise all ambulances from public medical facilities for carrying F0 contacts to hospitals. They also need to call on support from private medical facilities to help ease pressure on the health system and more rapidly deal with F0 cases.

The 115 Medical Emergency Centre is responsible for the ambulance distribution and reporting the situation to the committee. The centre has been allowed to use a big screen at the municipal Department of Education and Training to supervise the work.
Phong also asked the Department of Transport to ensure coaches of 30-45 seats with GPS system to assist in the F0 transportation.
The police have been urged to quickly give priority licenses to ambulances.
Hospitals have been asked not to refuse any Covid-19 cases, particularly those in critical condition.
The Construction Department needs to ensure the best conditions such as electricity and water for F0 cases at field hospitals.
