The move aims to prevent the Ebola outbreak which has appeared in the four countries and killed more than 960 people.
Passengers suspected of contracting Ebola will be isolated and hospitalized, the Authority said.
Airlines must request passengers to fill the medical declaration forms.
The Directive also bans transport of unquarantined and sick animals and plants.
The Authority has tasked international airports and airlines to coordinate with the centers for international health quarantine to strictly implement regulations on prevention spread of communicable diseases by air travel.
PM Nguyen Tan Dung on Saturday also called for effective measures to prevent the spread of the epidemic.
At least, 1,711 infected cases of Ebola have been reported this year, according to the World Health Organization which declared an international health emergency on Friday.
