Trinh Thi Bay, 48, was arrested on December 9 following police investigations.
According to a report from the police, they received reports from some parents about their children being abused at a home-based childcare facility on Le Loi Street on December 7.
Initial investigations showed Bay hired a female staff member on November 22, but the 25-year-old quit her job on December 6. During her time at the facility, the employee saw Bay beating the children aged 1-2 while feeding them, and she recorded the scene using her mobile phone.
After leaving the facility, the former employee informed the parents about the situation and shared the clips.
In the videos recorded on December 3, 5, and 6, Bay was seen covering children’s noses with her hand, slapping their mouths, faces, and heads, pulling their hair, and hitting their mouths with a spoon and a TV remote device.
Bay was summoned for questioning on December 9, but she could not provide legal documents authorising her to care for children in her residence and lacked qualifications in early childhood education.
