According to the Halong Bay-Yen Tu World Heritage Management Board, two BTS stations providing 2G and 4G services are already operating at Cong Do and Vung Vieng Fishing Village, areas that previously had limited coverage despite heavy tourist traffic. These stations provide coverage within a radius of 10-15 kilometres.

Officials said the new sites will rely on satellite connectivity in areas where terrain makes conventional infrastructure difficult. Proposed locations include Vung Vieng, Cong Do Island, Ba Men Temple, and caves such as Tien Ong, Trong and Luon, as well as Dinh Huong Islet, Cap Tao, Tung Sau Lagoon, Tra San, Cat Lan and Co Cave.
Five of the planned terminals are expected to become operational in the second quarter of 2026, with the remainder scheduled for completion by the end of the year.
Limited mobile coverage has long been a challenge across Halong Bay, leaving visitors without reliable communication for extended periods and complicating emergency response and site management.
Earlier plans to install six BTS stations at key locations were delayed due to administrative hurdles.
