Vietnam tightens controls over new colleges

New colleges will receive permission to be established if at least 15% of its lecturers have MA degrees and higher.

New colleges will receive permission to be established if at least 15% of its lecturers have MA degrees and higher, according to new Ministry of Education and Training regulations that will take effect from November 20.

According to the ministry’s amendments and supplements to regulations on colleges, the institutions must ensure sufficiently high quality teaching staff and a ratio of not more than 25 students per one lecturer.

The colleges must also have sufficient infrastructure for their education, including lecture halls, classrooms, libraries, labs and areas for practical training.

The institutions must have campuses with an average acreage of nine square metres per student for studying facilities and accommodation.

In the meantime, educators must be provided with an average space of eight square metres per person.

If a college is found to have violated licensing and operational procedures, they will be compelled to halt their operations. The same penalty will be applied to colleges that fail to enrol students and provide education within three years of being licensed.

A college will be dissolved when it is found to have seriously violated regulations on college management and organisation, taking no action to correct their mistakes during suspension, or if their education strategies and content do not match national standards.
