The goal was set in Decision No. 515/QD-TTg dated March 30, approving a project to enhance the capacity of the national cybersecurity protection force.
The project focuses on building a highly skilled, modern cybersecurity force capable of proactively preventing, detecting and responding effectively to threats in cyberspace, while safeguarding national security, social order and the legitimate rights of organisations and individuals.
A key milestone is for Vietnam to rank among the top 15 countries globally in the Global Cybersecurity Index by 2030. Plans also include establishing a regional training centre to combat cybercrime, reinforcing the country’s leadership role.
The strategy targets a workforce of at least 10,000 specialised cybersecurity experts, with around 20 per cent meeting international standards. All dedicated personnel will receive regular training and updated knowledge.
Beyond human resources, the initiative emphasises developing an ecosystem of domestically produced cybersecurity products and services. State policy will support at least two enterprises in each key product and service group, laying the foundation for “Made in Vietnam” technologies.
The government aims for 70 per cent of ministries, sectors, localities and critical national information systems to use domestically developed cybersecurity products. All products and services will be tested and evaluated before deployment, particularly in critical systems.
In parallel, about 90 per cent of internet users will be reached with programmes to raise awareness, improve skills and provide tools for information security, contributing to a grassroots-level cybersecurity shield.
Looking ahead to 2045, Vietnam aims to become a leading cybersecurity country in the Asia-Pacific region, combining defensive and offensive capabilities to protect digital sovereignty. The sector is also positioned as a key economic and technological driver, with ambitions to develop at least three Vietnamese enterprises among the world’s top 50 cybersecurity solution providers, capable of exporting products, services and technologies globally.
The project is seen as a strategic step to strengthen national security in cyberspace while opening new growth opportunities for Vietnam’s high-tech industry amid intensifying global competition.
