Vietnam plans $103.6b human resource development plan

The country’s vocational training school network is to be expanded to meet the increasing demand for skilled labour.

The figure will account for 12% of the country’s total development investment in the period. Of the sum, between VND1,225 trillion and VND1,300 trillion (USD59.45 billion-USD63.1 billion) will be for education and vocational training projects.

The plan, just approved by the Prime Minister, represents the largest human resource project in Vietnam to date. It aims to train an additional 30.5 million workers, raising the country’s total rate of trained workers to 44 million, or 70% of the nation’s total number of people of working age of 63 million, by 2020, up from 40% in 2010.

Under the plan, the number of people employed by the industrial and construction sector will be raised to 20 million in 2020 (accounting for 31% of the country’s total number of people of working age) up from 10.8 million in 2010.

Services will employ 17-19 million (or 27-29% of the total number of working-age people), compared to 13 million in 2010. Meanwhile, the agro-forestry-fishery sector will see a fall in the number of workers with 22-24 million in 2020 (35-38% of the country’s total working-age people), against 24.9 million in 2010.

According to Deputy Prime Minister Nguyen Thien Nhan, this is the first time the Government has approved a human resource development strategy for different localities and sectors.

The plan also includes human resource development for other areas, including transport, banking, the environment, tourism, IT and nuclear energy.

To meet increasing human resource demands, Vietnam will have 259 universities and 314 colleges by 2020.

By 2020, the country will have 230 vocational training colleges, 310 vocational training schools and 1,050 vocational training centres.
