According to a report by the Quang Ninh Department of Industry and Trade, five power projects are currently under way in the province: the Quang Ninh LNG power plant in Cua Ong Ward; the Quang Ninh 1 wind farm in Hoanh Bo Ward and Thong Nhat Commune; the Quang Ninh 4 wind farm in Co To Special Zone; the Dam Ha solar power plant in Quang Tan and Dam Ha communes; and a waste-to-energy plant in Thong Nhat Commune.

Of these, the Dam Ha solar power plant is making relatively good progress. Land clearance was completed in June 2026, and most key administrative procedures have been finalised. Construction is expected to begin in November 2026, with completion targeted for the third quarter of 2027.
The Quang Ninh LNG power plant has completed procedures for land allocation, land leasing and the allocation of its designated sea area. The investor is now selecting an engineering, procurement and construction (EPC) contractor, negotiating a power purchase agreement, preparing LNG supplies and arranging financing.
Meanwhile, the Quang Ninh 1 wind farm has paid for reforestation to compensate for the use of 139.95 hectares of forest land. Land clearance has reached 99 per cent in Thong Nhat Commune but only 51 per cent in Hoanh Bo Ward. The project is expected to be the first wind farm in northern Vietnam.
With a total investment of VND 7.29 trillion (approximately USD 278 million), the Quang Ninh 1 wind farm is scheduled to begin operations in 2028 and is expected to generate nearly 600 million kWh of electricity annually.
The Quang Ninh 4 wind farm has completed topographical and geological surveys, received approval for its overall site plan and is undergoing a review of its investment policy.
The waste-to-energy plant in Thong Nhat Commune has had its investment policy revised, increasing its capacity from 15MW to 25MW. The investor is completing amendments to the feasibility study report, with the project expected to be completed in the first quarter of 2028.
Despite progress, several projects continue to face obstacles related to policy mechanisms, power purchase agreements, investment procedures, land issues, site clearance and technical construction conditions.
The Quang Ninh LNG power plant and Dam Ha solar power plant, in particular, are encountering difficulties in negotiating power purchase agreements. The Quang Ninh 1 wind farm still faces delays in surveying and clearing land in some areas, while the waste-to-energy project needs to complete additional land-related procedures.
In response, the Department of Industry and Trade has called on investors to mobilise resources and work closely with relevant departments and local authorities to resolve difficulties and accelerate implementation.
Investors have been asked to urgently complete investment, land and construction documents, as well as other procedures required to carry out the projects. Any issues beyond their authority must be reported in detail, accompanied by proposed solutions and a clear allocation of responsibilities among the parties involved.
