The honorary life vice president told a workshop with the Ministry of Culture, Sports and Tourism yesterday that the Vietnamese people were determined to welcome the Games and that a three-day inspection had shown the country's infrastructure met the demands.
Jizhong said organising the Games would benefit Vietnam and he believed the preparation Vietnam had done was enough to win the rights.
During the workshop, Minister Hoang Tuan Anh confirmed Vietnam could provide updated equipment and that it had already built a media centre.
Anh said Vietnam had invested heavily in amateur and elite sports for years and had an enviable record of achievement at tournaments.
This was a strong foundation for Vietnam to organise the Games and with the council's help they could be the best yet.
Surabaya in Indonesia and the Dubai in the United Arab Emirates were also lobbying to host the Games.
The 16th Asian Games was held in Guangzhou, China, two years ago. The 17th edition will take place at Incheon, Korea, in September, 2014.
A vote to decide the 2019 Games hosts will be held at the 31st general assembly of the council in Macau on November 8.
