On July 17, the Minister of Defence, Colonel-General Phung Quang Thanh, has ordered member agencies and military units to prepare for Typhoon Rammasun.

Thanh also ordered the units from the provinces of Quang Ninh and Khanh Hoa to cooperate with municipal authorities. The border guards have been informing people about the storm and helping to find the shelter for boats and ships.
Between Quang Ninh and Quang Binh provinces, over 4,200 out of 26,500 boats are still at sea; 11,800 fish cages and guard tents are at risk as the storm approaches.
The military, information and communication units and the Coast Guard are to be ready, inspect warehouses and homes and to ensure communication lines are working. Thanh ordered General Staff of Vietnam's People Army to monitor the situation and the General Department of Politics asked media outlets to keep the public updated on information about the storm.

The head of the Central Hydro-Meteorological Forecasting Centre, Hoang Duc Cuong, said that Rammasun has developed into a Category 3 storm, and is intensifying as it moves into the East Sea.
Its current projected path would take it between the gulf of Tonkin and Hainan Island, farther west than earlier forecasts out of Japan. The storm will likely grow less intense as it passes Hainan Island and the Gulf of Tonkin.
