Funds will also be used to expand and upgrade three roads, including Hoang Minh Giam Street in Phu Nhuan District, Hoang Hoa Tham Street in Tan Binh District and Cong Hoa Street in Tan Binh District.

The HCM City Department of Transport wants to apply a special investor mechanism to speed up the project as the area around Tan Son Nhat Airport has been facing increasingly serious congestion.

The department has suggested that the investors appoint contractors by themselves for the steps of survey, design and construction and receive a 50% advance payment.

The department also suggested that the work on areas with the finished site clearance need to be carried out as soon as possible.
