National Center for Hydro-Meteorological Forecasting, at 4 am on August 23, the storm’s centre was about 110 km east of Quang Ninh, 130 km east of Haiphong and 80 km north of Bach Long Vi.
Maximum sustained winds near its centre were 62-74 kph, with gusts reaching level 10 on Vietnam’s wind scale. The storm was moving south-southwest at around 3 kph.

Narra has brought moderate to heavy rain to northeastern Vietnam. Between the night of August 21 and 4 am on August 23, rainfall generally ranged from 60-120 mm.
Quang Ninh, Lang Son and Haiphong recorded 130-250 mm, with some areas receiving more than 300 mm. Rainfall reached 437 mm in Mau Son, Lang Son, 396 mm in Ban Chat, Lang Son, and 316 mm in Ky Thuong, Quang Ninh.
The storm is forecast to move south-southeast at 3 kph, about 160 km east-southeast of Haiphong by 4 am on August 24, with winds of 62-74 kph and stronger gusts.
By the morning of August 25, Storm Narra is forecast to turn east-southeast and move at 3-5 kph towards the eastern Gulf of Tonkin. It could strengthen, with winds of 75-88 kph and gusts of up to 103-117 kph.
It could turn northeast, accelerate to 5-10 kph and make landfall on the western Leizhou Peninsula in China by August 26, while weakening.
Over the following 72-120 hours, Narra is forecast to turn north and then north-northwest at around 5 kph, gradually weakening into a tropical depression.
The storm is expected to bring strong winds to the Gulf of Tonkin, including Bach Long Vi, Van Don, Co To and Cat Hai, as well as Hon Dau Island and coastal waters off Quang Ninh and Haiphong.
Coastal areas of Quang Ninh and Haiphong could see strong winds capable of damaging roofs and temporary structures, uprooting trees and billboards, and disrupting power supplies and transport.
From August 23 through August 24, northeastern Vietnam, southern Phu Tho Province and Thanh Hoa Province are forecast to receive 50-100 mm of rain, with isolated totals exceeding 200 mm.
Quang Ninh, Haiphong, Lang Son and Bac Ninh could receive 100-200 mm, with more than 350 mm in some areas. Heavy rain is expected to ease from the night of August 24.
Authorities warned of flooding in urban, industrial and low-lying areas, as well as flash floods and landslides in mountainous areas. Thunderstorms, tornadoes and strong gusts are also possible.
