The Quang Ninh Department of Construction and the Northeast Maritime Institute of the United States signed on April 16 a memorandum of understanding on strategic cooperation for the Con Ong-Hon Net port area and the Quang Ninh maritime initiative.
Under the agreement, both sides will focus on four key areas. These include research into investment in seaport infrastructure and transshipment facilities in the Con Ong-Hon Net area, with a vision to develop a deep water port and an integrated logistics ecosystem.

The partners will also study maritime digital transformation through smart port models and digital twin technology, aiming to optimise vessel operations, develop data systems and enhance environmental monitoring.
Other areas of cooperation include environmental protection solutions, sustainable marine economic development and the promotion of international investment.
The project aims to develop the Con Ong-Hon Net port into a green port of international scale, integrating modern logistics systems, industrial zones and offshore support services.
Speaking at the signing ceremony, Bui Van Khang, chairman of the Quang Ninh Provincial People’s Committee, said the port area plays a vital role as an international trade gateway for the province and northern Vietnam. He added that the province would ensure a transparent and favourable investment environment for partners.
Eric R Dawicki, chairman of the Northeast Maritime Institute, praised Quang Ninh’s development vision, particularly its approach of linking economic growth with marine environmental protection.
The memorandum will be valid for three years. The Quang Ninh Department of Construction will lead implementation, while the Northeast Maritime Institute will be responsible for research activities.
Quang Ninh Province will also establish a standing task force to coordinate with relevant stakeholders and support project implementation in the coming period.
