The provincial People's Committee said on October 8 that it had submitted a pre-feasibility study for the nationally significant project, which is planned for implementation between 2026 and 2030.
The four-lane expressway would pass through 13 communes and wards, with a design speed of 100 kph, reduced to 80 kph along the section crossing Vi O Lac Pass.
The route is intended to ease traffic bottlenecks on National Highway 24, which has narrow, steep sections prone to landslides during the rainy season.

It would also improve links between Bo Y International Border Gate, the Central Highlands and Dung Quat Economic Zone, potentially cutting travel times by 50-60 per cent.
Of the estimated investment, VND 36.77 trillion would cover construction and equipment, nearly VND 3.9 trillion compensation and resettlement, and more than VND 2.94 trillion project management, consultancy and other costs. The remainder would be allocated to contingencies.
The project would require about 1,454 hectares of land and affect 896 households.
Quang Ngai has proposed five special mechanisms to accelerate implementation, including allowing Vietnam Electricity to oversee the relocation of power infrastructure of 110 kV and above.
The province also wants permission to begin land clearance and resettlement preparations immediately after the National Assembly approves the investment policy.
Other proposals include streamlined land acquisition for designated construction waste disposal sites and direct contractor appointments for all project packages in accordance with procurement regulations.
Provincial authorities estimate that direct appointments could shorten implementation by six to 12 months compared with competitive bidding.
