Residents in the central and southern regions are hunkering down for a storm which is forecast to arrive on November 6 evening.
Authorities in Can Gio evacuate the area
According to the National Hydro-meteorological Forecast Centre, by 7am on November 5, the low-pressure centre was located above the north end of Palawan Island in the Philippines, with winds moving at 50-61 km per hour. It is forecast to become the 13th storm and hit the central and southern region on the evening of November 6.
People in Can Gio District prepare for 13th storm
HCM City People's Committee quickly held a meeting with the Steering Committee for Flood and Storm Prevention and Control to implement measures to deal with storm and high tides in the city. In addition, they have called all the ships back to shore. Can Gio District was asked to create a evacuation plan for 2,000 people in Thach An Village and 1,000 people who live in estuarine areas. The city also ordered trees to be trimmed and cancelled school.
Vessels in the Mekong Delta
In Kien Giang Province, Nguyen Tan Phuong from the Steering Committee for Flood and Storm Prevention and Control said over 260 vessels have not returned.
Meanwhile, the border guards in Bac Lieu Province banned all vessels from leaving dock since November 5 but over 384 ships are still out to sea. Lai Thanh An, head of the local Steering Committee for Flood and Storm Prevention and Control, said they are doing their best to avoid floods caused by high tides and heavy rains.
Many houses remain weak even before the storm
Early on November 6, deputy head of Phu Yen People's Committee, Tran Quang Nhat, ordered related agencies to carefully check the reservoirs and create discharge plans. They also made plans to evacuate people that live in affected zones.

Currently, water level at reservoirs is still pretty low but are expected to increase quickly due to the rain. The Department of Agriculture and Rural Development and the Department of Industry and Trade in Phu Yen Province also ordered hydropower plants in the area such as Song Hinh or Song Ba Ha to assign guards and technicians during these days in order to deal with any emergencies.
