PM meets IMF to discuss outlook and policy priorities

Prime Minister Pham Minh Chinh met IMF officials in Hanoi to discuss economic prospects, policy priorities and strategies to sustain growth amid global uncertainty.

At the meeting on March 27, Pham Minh Chinh welcomed a delegation from the International Monetary Fund led by Martin Sommer, head of the Article IV consultation mission for Vietnam.

The prime minister thanked the IMF for its constructive assessments and policy recommendations, describing them as an important reference for shaping Vietnam’s fiscal and monetary policies and maintaining macroeconomic stability.

He outlined Vietnam’s development direction, including ambitions to achieve double-digit growth in the coming years and meet long-term goals of becoming an upper middle-income country by 2030 and a high-income economy by 2045.

Growth, he said, would be driven by structural factors such as institutional reform, science and technology, innovation, digital transformation and the green transition, rather than relying solely on demand stimulus.

Sommer highlighted risks from global developments, particularly tensions in the Middle East, which could affect energy markets, trade and financial conditions.

He recommended that Vietnam continue to focus on macroeconomic stability, inflation control, energy and financial security, and prudent management of public and external debt. He also urged efforts to diversify growth drivers, remove bottlenecks and streamline administrative procedures to strengthen resilience.

The IMF official praised Vietnam’s economic management amid global volatility and noted the country’s effective use of IMF policy advice in supporting rapid and sustainable development.

The two sides also discussed policy coordination, including fiscal and monetary management, resource mobilisation and the role of public–private partnerships in infrastructure development.

The prime minister called for deeper cooperation with the IMF, including improved policy dialogue, timely economic forecasts and expanded technical assistance to strengthen institutional capacity, modernise financial frameworks and support structural reforms.

He reaffirmed Vietnam’s willingness to enhance information sharing and policy coordination with the IMF to develop tailored recommendations aligned with national conditions and long-term development goals.
