The incident occurred at Anh Xuan Market in Quang Dien Commune. The victims, aged 40 and 42, were inspecting their stalls when they touched an iron post leaking electricity.

Residents cut the power, administered first aid and took the men to hospital, but deep floodwaters delayed transport.

The 40-year-old victim died on the way, while the other suffered minor injuries and remains under treatment.

According to the Hue City People’s Committee, heavy rain from October 25 to 28 brought 800 to 1,000 millimetres of rainfall in mountainous areas. At Khe Tre, rainfall reached nearly 1,205 millimetres, and at Bach Ma almost 1,740 millimetres in 24 hours on October 27, surpassing Vietnam’s previous national record of around 1,086 millimetres.
