The city People’s Committee passed a planning project for the development of culture and tourism in Hanoi’s until the year of 2020, with a vision to 2030.

The aim of the project is to conserve and develop the city's cultural heritage. Hanoi set a target that by 2015, 65% national relics will be restored, each year 20% of relics in centrally-governed cities will be improved using money from the State budget and social capital. By the year of 2020, 70% of national relics and 75% relics in centrally-governed are to be restored.

By 2015 Hanoi aims to finish its planning project for the ruins and relics totaling an area over 151,000 square metres.

Hanoi will focus on its plan to set up a preservation archaeology area combined with a culture history park in Thang Long Royal Citadel on 18 Hoang Dieu Street with a total area of over 60,000 square metres. After 2016, it will be ready to welcome tourists and scientists coming to do archaeological researches.

By 2015, 45% of urban areas and centers of districts in Hanoi are to have parks and flower gardens, and by 2020 rate will be raised to 65-70%, and 100% by 2030. By 2025 Hanoi’s five satellite urban areas will have squares, monuments and gardens with sizes depending on population and area.

To develop public library system in Hanoi, authorities have decided to digitise one book per capita and 100% of all rare documents. By 2030 they hope that the rate of digitised books reach 1.5 per capita.
