This is one of the proposals in the HCM City’s public transport development strategy drafted by the Ministry of Transport’s Transport and Development Strategy Institute.

According to the institute, the restriction and ban on motorbikes in District 1, 3, 5 and 10 should be divided into three phases.
By 2020, the city would restrict motorbikes at rush hours on Truong Son Street in Tan Binh District and Nguyen Thi Minh Khai Street in District 1. Meanwhile, motorbike restriction would be imposed on Pasteur and Nam Ky Khoi Nghia streets from 7 am to 7 pm.
From 2021 to 2025, motorbike restriction would be applied to District 1 streets of Vo Van Kiet, Dinh Tien Hoang, Dien Bien Phu, Hai Ba Trung, Nguyen Thi Minh Khai and Nguyen Van Cu.
During the 2026-2030 period, the restriction would be continued and the city would completely prohibit motorbikes from going into central districts from 2030.
The institute has also suggested tightening control over parking lots in the city centre by building price levels for the service based on time and areas.
Higher registration fees for cars below nine seats and fee collection for cars going into the city centre at peak hours have been also recommended.
Under the proposal, the city should focus more on public transport development so that buses could meet 8.9-12.2% of people’s travelling demand in the city centre by 2020.
To achieve this target, the city would need to open an additional 55-120 bus routes, raising the total route number to 192-255 with 4,200-4,800 buses.
