An overview of the Lang Co Luxury Resort and Golf Course Project
The Lang Co Luxury Resort and Golf Course Project was approved in 2008, with Phong Phu Lang Co-Investment and Development JSC as the leading developer. The project was initially registered with capital exceeding VND5,200 billion and planned to cover 292 hectares.
In 2011, over 100 households in Da Kep were required to relocate to make way for the development. Nearly 64 hectares of protective forest land were also rezoned to accommodate the project. However, the developer has only conducted groundbreaking ceremonies and fenced off the site without actually constructing core facilities.
Nguyen Thi Huong, 80, whose house lies within the project zone, said her over-30-year-old home is now in serious disrepair. Although she wishes to rebuild or renovate, the lack of compensation and limited financial means have forced her to remain in a dwelling at risk of collapse.

Like many others, her family's land and assets have already been inventoried for compensation. Yet, due to the prolonged delay, most residents have not received any payment.
Another local, Nguyen Thanh Luy, stated that his family's land and home were also slated for clearance. Despite assessments being conducted in 2022, no compensation rates have been announced.
Only a handful of families have received compensation and been resettled in the Loc Vinh relocation area so far. Nguyen Phu, one of the few relocated residents, shared that while they were granted land to build houses, no agricultural land was provided. Locals now must travel over 15 kilometres to tend their old farmland.
Currently, 22 households in Da Kep lack access to clean water, as the area lies within the planning zone, and water utility companies have not invested in pipeline infrastructure. Residents have resorted to drilling wells or collecting water from mountain streams, which often contain high levels of salt and iron.
According to Nguyen Xuan Bao, Vice Chairman of Loc Vinh Commune People's Committee, the project was reactivated in 2017, and compensation was paid to four households. In 2022, Phu Loc District authorities announced further land clearance and assessment, yet compensation efforts have not moved forward.
The Hue City Economic and Industrial Zone Management Board reported that the developer has been repeatedly warned about slow progress. The developer recently submitted a revised plan, reducing the project's scale to 169 hectares while increasing total investment to over VND16,000 billion.
The Lang Co Luxury Resort and Golf Course is part of the national Lang Co-Canh Duong tourism complex within the Chan May-Lang Co Economic Zone of Hue City.
Adjacent to this project are several other large-scale developments that have also stalled, leaving this once-pristine and scenic coastal area in disrepair and neglect.
