Phong Dien Ward reported severe flooding, with the deepest points reaching 4.5 to 5 metres.
Other parts of the city recorded widespread inundation of 0.5 to 0.8 metres, with some locations submerged up to 2.5 metres, causing localised isolation.
Ho Don, chair of Phong Dien Ward, said 173 households were affected by floodwaters of 2 to 2.5 metres. Local authorities evacuated 129 households with 381 residents.

Aluoi 2 Commune also relocated more than 130 people living in areas at risk of landslides and flash floods.
According to Dantri/Dtinews reporters, several streets in central Hue, especially those south of the Huong River such as Hung Vuong, Ba Trieu, To Huu and Phan Dinh Phung, along with roads in the An Van Duong urban area, were flooded, making travel difficult.

Low-lying areas near the Bo river were also inundated and isolated as water levels rose, disrupting daily life.

The city’s Civil Defence Command said heavy to very heavy rain has continued since the evening of November 15, with total rainfall ranging from 100 to 200 millimetres in lowland areas and 400 to 550 millimetres in mountainous regions.
