Heavy rain began around 4 am in Bac Lieu Ward, Vinh Loi Commune and several other areas in the province.
In Bac Lieu Ward, many inner city streets were submerged, including Ton Duc Thang, Tran Huynh, Vo Thi Sau, Hoa Binh, Hung Vuong and Vo Van Kiet streets.

Several major intersections such as 23/8-Tran Phu, Tran Phu-Hoa Binh and the Vo Van Kiet roundabout were reportedly flooded by more than 30cm of water, making travel difficult for residents.
Nguyen Thanh, a resident of Bac Lieu Ward, said he encountered many stalled vehicles while taking his child to school along Tran Phu Street during the heavy rain.
“Because many vehicles broke down in the floodwater, I had to take a detour to avoid flooded sections, so it took much longer to get my child to school,” he said.
On several other roads, residents were seen pushing their motorbikes onto sidewalks to wait for floodwaters to recede or searching for alternative routes to avoid engine damage.

According to the Ca Mau Provincial Hydrometeorological Station, widespread rainfall occurred in the early hours of May 21, with moderate to heavy rain and isolated areas experiencing very heavy rainfall, mainly between 4 am and 7 am.
Recorded rainfall totals included 137.2mm at Cau So 2 station, 122.5mm at Ward 8 station, 105.2mm at Gia Rai and 90.6mm at Phong Hiep.
Meteorologists warned that storm clouds extending from the Gulf of Thailand toward southern Vietnam, including Ca Mau, could continue to bring widespread rain throughout the day, along with risks of thunderstorms, whirlwinds and lightning strikes.
