Heavy rain lasting from the night of May 18 into the morning of May 19 caused flooding in multiple areas of Quang Ninh Province as river water levels surged.
Several localities recorded moderate to very heavy rainfall, leading to localised flooding in low-lying areas, urban streets and agricultural land. Floodwater depths commonly reached between 0.4 and 0.6 metres.

In areas including Cam Pha, Mong Cai, Tien Yen, Van Don and Hai Ha, rising river levels disrupted daily life for residents. Some aquaculture and seafood farming areas also suffered damage due to flooding.
Authorities warned that mountainous regions and steep slopes remain at increased risk of landslides and flash floods along small rivers and streams.
In response to the severe weather, the Quang Ninh Department of Agriculture and Environment, together with local ward and commune authorities, has reviewed vulnerable areas and prepared evacuation plans for residents living in high-risk zones.
Officials advised residents to closely monitor weather forecasts and avoid entering rivers, streams or submerged spillways during flooding to collect firewood, fish, swim or retrieve belongings.
Boat owners and captains operating at sea were also instructed to maintain communication and monitor strong wind warnings in order to seek safe shelter when necessary.
Earlier, from the night of May 16 to May 17, Quang Ninh also experienced widespread heavy rain and thunderstorms. Several locations recorded exceptionally high rainfall totals, including 322.2mm in Hong Ha, 227.6mm in Hai Son and 222mm in Quang Duc.
That earlier weather event caused localised flooding in Ha Long, Ha Lam, Cao Xanh, Viet Hung, Hon Gai, Mao Khe, Quang Tan and Hoanh Bo.

Natural disasters during May 16 and 17 triggered landslides involving around 400 cubic metres of soil and rock at two locations along National Highway 18C, damaged 30 metres of Provincial Road 326, and flooded 127.5 hectares of rice fields along with 8 hectares of vegetable crops.
