In a directive issued on May 30, the Hanoi Department of Industry and Trade instructed fuel retailers, franchise operators and agents across the city to begin supplying and selling E10 petrol from June 1 in line with the national roadmap.
Retailers holding RON 95 stocks imported before June 1 must determine their remaining inventories as of May 31, report them to local market surveillance authorities and commit to selling only those registered volumes before switching entirely to E10.
Authorities warned that any sales of RON 95 beyond the reported inventory would be subject to penalties under existing regulations.
The department also requested fuel wholesalers and distributors to ensure adequate supplies of E5 and E10 biofuels across their distribution networks and prepare facilities for the transition.
Businesses were instructed to closely monitor E10 consumption and promptly report any supply difficulties to municipal and national authorities to avoid disruptions.
The Hanoi Market Surveillance Sub-Department has been tasked with receiving inventory reports and strengthening inspections of biofuel trading activities.
Local authorities were also asked to step up public awareness campaigns on the benefits of E10 fuel among businesses, transport operators and consumers.
Under Circular No. 50/2025, conventional unleaded petrol must be blended into E10 fuel for use in petrol-powered vehicles nationwide from June 1, replacing RON 95. E5 RON 92 will continue to be supplied until the end of 2030.
